Senate Appropriations Committee moves critical funding bills

The Senate Labor, Health and Human Services and Education Appropriations Subcommittee marked up its version of the FY 2008 Labor, Health and Human Services and Education bill on June 19, 2007. Its action was followed closely by full Appropriations Committee action on June 21, 2007. The bill includes the Substance Abuse and Mental Health Services Administration (SAMHSA), Safe and Drug Free Schools (SDFSC), National Institute on Drug Abuse (NIDA) and the National Institute on Alcohol Abuse and Alcoholism (NIAAA). The bill’s next step is consideration by the full Senate. 

In the House, the full Appropriations Committee is expected to consider its version of the FY 2008 funding bill during the week after the July 4 th recess.  Traditionally, if the House and Senate have recommended different amounts for a particular program, they compromise on a funding level midway between the higher and lower levels.

The Senate committee’s proposal includes level-funding for the Substance Abuse Prevention and Treatment (SAPT) Block Grant.  The Block Grant has been cut more than $20 million over the past four years.  The House Subcommittee recommended an increase of $35 million compared to FY 2007. 

 Here’s a basic overview of key funding proposals. In the committee’s report, which accompanied the bill, it noted that it was providing funding for all of CSAT’s Programs of Regional and National Significance activities at no less than last year’s level. Those programs include the Recovery Community Services Program and Recovery Month. (Thanks to NASADAD and CADCA for the information below.)

Substance Abuse Prevention and Treatment (SAPT) Block Grant: $1,758,600,000

The SAPT Block Grant would be level-funded compared to FY ’07.

Center for Substance Abuse Treatment (CSAT): $425.6 million

CSAT would be increased by approximately $26.7 million compared to FY ’07.  The proposal represents an increase of $73.5 million compared to the President’s budget for CSAT.   

Access to Recovery (ATR): The Committee proposed $98 million for the President’s Access to Recovery ( ATR) voucher program – of which $25 million would be targeted for methamphetamine.   

Pregnant and Parenting Women Program (PPW): $20 million, representing a $9.6 million increase compared to FY 2007 and $16 million above the President’s request, according to the Committee Report.

Screening and Brief Intervention and Referral to Treatment (SBIRT): Level funded at $29.8 million.

Criminal Justice Activities: $37.8 million over all representing an increase of $13.7 million as requested by the Administration for criminal justice activities.  This includes an increase from $10.1 million to $31.8 million for treatment drug court grants.

Center for Substance Abuse Prevention (CSAP): $197.1 million

This represents an increase of $4.2 million compared to FY 2007 and an increase of $40.6 million compared to the President’s proposal for CSAP.   

National Institute on Drug Abuse (NIDA): $1,022,600,000

NIDA would be increased by approximately $22 million compared to FY ’07 (very close to the President’s proposed increase for FY ’08). 

National Institute on Alcohol Abuse and Alcoholism (NIAAA):  $445.7 million

NIAAA would be increased by approximately $9.4 million compared to FY ’07 (very close to the President’s proposed increase for FY ’08).
