October 16th: The House Energy and Commerce committee mark-up

The House Energy and Commerce committee will consider H.R. 1424, the Paul Wellstone Mental Health and Addiction Equity Act at 10:00 am. The bill has now made it through five committee/subcommittee mark-ups!!! This is the last step before it can come before the full House for a vote. You can watch the mark-up live.

Last week the House Energy & Commerce Committee Health subcommittee, chaired by Rep. Frank Pallone (D-NJ), approved H.R. 1424 by voice vote after considering a number of weakening amendments. Before approving the bill, the subcommittee rejected three amendments: one by Rep. Heather Wilson (R-NM) to substitute the text of the bill passed by the US Senate, S. 558; one by Ranking Member Nathan Deal (D-GA) to allow health plans to apply for a cost exemption using only projected, not actual, costs; and a third by Deal to allow health plans to offer non-parity policies.

Both of the Deal amendments were defeated by voice vote, after most committee members had left. The Wilson amendment was defeated by a 19-9 vote, with all subcommittee Democrats who were present joining Representatives Tim Murphy (R-PA) and John Sullivan (R-OK) in voting against the weakening amendment.
