Recovery Community Services Program (RCSP) Under Fire

Advocates around the country are rallying to save the critical Recovery Community Services Program (RCSP). A special thanks to Bev Haberle (PRO-ACT); Kim Turner-Haugabook (Connecticut Community for Addiction Recovery [CCAR]); Bill Layfield (Alabama Voices for Recovery) and Tom Coderre (Faces & Voices’ National Field Director) for taking time to attend a meeting with Center for Substance Abuse Treatment (CSAT) Director Dr. Westley Clark on February 2nd to let him know how recovery community and faith-based organizations have used the program to support recovery. President’s FY 2009 budget recommends substantial cuts

President Bush’s FY 2009 budget targets a number of federal programs for either elimination or substantial cuts. Most federal drug and alcohol treatment, prevention, research and education programs received requests for nearly level funding or significant cuts under the President’s proposal. All of the programs at the Substance Abuse and Mental Health Administration (SAMHSA) that provide grants to consumer (mental health) and recovery community organizations, including the Recovery Community Services Program (RCSP) are slated for elimination. PastForward campaign launched in Baltimore to encourage employers to hire individuals with criminal backgrounds. Having a job and a place to live are two key factors that determine whether an ex-offender succeeds in the community or returns to prison. But ex-offenders often have a challenging time getting jobs. The Job Opportunities Task Force (JOTF) has launched a comprehensive marketing campaign that features a 12 minute documentary style film that includes success stories of ex-offenders, employers, and public officials.
