Second Chance Act passes Congress!

The U.S. Senate approved the Second Chance Act on March 11. The bill is designed to help individuals returning to communities from the criminal justice system get their lives back on track. Former prisoners would receive job training, literacy training, addiction treatment, counseling, housing and mentoring services under the bill. Bill champion Representative Danny Davis (D-IL) was joined by other members of Congress and supporters at a March 13 press conference to hail this important victory. Learn more...

The Paul Wellstone Mental Health and Addiction Equity Act of 2007

Thanks to all of your tireless advocacy and the advocacy of allied organizations, the U.S. House of Representatives has approved the Paul Wellstone Mental Health and Addiction Equity Act of 2007, H.R. 1424, by a 268 to 148 vote. The ACLU has released "Right to Vote: A Campaign to End Felony Disfranchisement," a felon enfranchisement tool kit to aid organizations in voter education efforts. Sample bills, public education resources and opinion editorials are featured in the 72-page resource manual. The document also features recent successful campaigns resulting in legislation and policy reform, how-to tips, and what to lobby for depending on each state's current laws.

State Estimates of Substance Use is a new report based on the 2005-2006 National Survey on Drug Use and Health that you can use to understand the extent and type of alcohol and other drug problems in your state, develop comparisons with other states and make the case for developing more opportunities for recovery in your state. According to the report, the percentage of persons with a substance use disorder, including either drug or alcohol dependence or abuse, ranged from a low of 7.5 percent in New Jersey to a high of 12.3 percent in the District of Columbia.
